The APEC High-Level Forum on AI, hosted by China under the theme of “Promoting AI Development for Good and for All,” was held in Chengdu, Sichuan, China on July 24, 2026. APEC member economies reaffirmed our commitment to deepening exchanges, building consensus, forging cooperation and promoting innovation on AI, while further implementing the APEC Putrajaya Vision 2040, the APEC Internet and Digital Economy Roadmap (AIDER), and the APEC AI Initiative (2026-2030).
While bearing in mind the diverse needs of APEC member economies, we encourage economies to engage in experience sharing to foster responsible development and adoption of AI across the Asia-Pacific and look forward to promoting cooperation in the following areas of AI:
Promote the secure development and deployment of AI.We encourage AI development that prioritizes security and promotes innovation that addresses risks for the benefit of our people. Member economies are encouraged to exchange best practices on fostering the development of reliable, accessible, scalable, trusted, secure and resilient AI infrastructure and enhancing the accessibility of digital infrastructure. We will work to facilitate cross-border data flows, which are critical to AI development, while strengthening consumer and business trust.
Accelerate the responsible adoption of AI applications.We encourage the implementation of various forms of AI-enabled economic growth to build an enabling environment for the integration of AI across economic sectors and throughout our societies. We promote the provision of accessible educational and training resources for all segments of our societies to improve AI literacy and skills. We recognize the growing role of AI in facilitating trade, modernizing customs procedures, and enhancing business competitiveness, and encourage the further exchange of best practices in these areas to support economic growth.
Foster an enabling environment for AI innovation.We commend policies that promote market-oriented and innovation-driven approaches for the development and broad adoption of AI. We encourage member economies to consider policies that address risks and promote responsible AI adoption. While respecting security, data protection and intellectual property rights, we encourage member economies to support open-source models and projects that employ strong security assurance through development and deployment.
Foster broad-based cooperation to maximize participation and benefits across APEC.We welcome capacity building, and knowledge sharing across member economies in the Asia-Pacific region and fostering innovation and economic growth through open dialogue and collaborative efforts, including with the public and private sectors. We will continue support for all APEC member economies to participate in the AI-driven economy and maximize the benefits of AI for our people.
Recognizing the important role of the APEC Digital Economy Steering Group (DESG), the Telecommunications and Information Working Group, and other APEC sub-fora in strengthening AI cooperation in the Asia-Pacific region, we are committed to organizing policy dialogues on AI during the DESG plenary to promote AI for the benefit of our people and explore AI innovation, adoption, access, and other emerging issues while remaining open to new developments as AI evolves. 国内规划设计知名团队助阵 环泉州湾新区城市设计启动
近日，记者从市自然资源和规划局获悉，泉州已对照“十四五”规划发展蓝图，引入国内规划设计知名团队，启动环泉州湾新区城市设计，以催化城市功能结构整体“破圈跃升”。
筑巢引智
10月底或完成新区城市设计工作
为突破“城市能级”瓶颈，泉州提前一年启动“产”“城”“人”3个重点专项研究，提前6个月组建新区规划工作专班，确定中心城市发展整体战略和实施策略。
今年3月1日，市资源规划局召开了跨部门、跨县区的专题会议，前瞻衔接环泉州湾新区城市设计任务要求。3月3日，经过公开招标，环泉州湾新区城市设计编制实施主体确定，由中国工程院院士、深圳市建筑设计研究总院总建筑师孟建民领衔，中国城市规划设计研究院朱荣远大师主持、东南大学杨俊宴教授等技术支持的联合设计团队接手。3月10日，该团队抵泉，着手进行跨部门调研访谈、田野调查、大数据梳理等工作。
根据规划，预计到今年6月底可完成中期成果；7月底，将在核心区范围内选取2—3平方公里启动国际竞赛招标；10月底，将整体完成新区城市设计工作，形成各项设计方案和技术文稿。
聚湾强心
设计工作按三个尺度分层推进
环泉州湾新区城市设计工作按三个尺度分层推进，为：645平方公里的城区、255平方公里的湾区及29平方公里的核心区。
其中，645平方公里城区，将开展总体研究，重点解决城市活力不均衡、城市功能不集中等问题；255平方公里湾区，将开展分区城市设计，针对新区及周边的交通组织、开放空间体系、公共配套体系、生态景观环境、城市风貌等提出系统性规划方案，细化管控导则；29平方公里核心区，将开展详细城市设计，对功能布局、空间形态、建筑风貌、公共空间、综合交通、慢行系统、开发策略等进行综合性设计，并形成导则、纳入法定控规。同时，计划在湾区的核心区范围内选取最核心地段，开展国际设计咨询竞赛，打造湾区“引爆点”，形成未来泉州城市形象的新名片。
聚势成型
形成“头部效应” 加速“早期收获”
做好的规划设计，如何推动项目实施？记者了解到，市资源规划局将从两个维度推进。一是形成“头部效应”，该局有关负责人表示，将系统梳理湾区存量建设项目，特别是集中有限的城建投资，优先保障环湾重点地区、重点项目，引导城市空间结构和功能结构合理发展。同时，以国土空间规划和新区城市设计为指引，对符合规划功能和产业结构，且有利于城市功能完善、有助于城市形象提升、有益于产业结构升级的建设项目，优先列规纳盘，抓紧推动建设；对亟须配套的教文卫体社会事业和公共服务设施，保留用地空间；对不符合规划的项目暂缓推进，加快调整替换。二是加速“早期收获”。对照城市设计规划的早中期成果，立即策划生成一批可马上启动的工程项目，包括滨海景观整治、市政设施补短板和岸线整理、河道清淤、海洋治污等实事。

假病人 假病情 假票据 泉州将严打欺诈骗保行为
将自己的社保卡借给他人就诊使用，违规吗？在定点零售药店可以用社保卡购买化妆品、生活用品吗？5月1日起，我国医疗保障领域第一部行政法规《医疗保障基金使用监督管理条例》（以下简称《条例》）将正式施行，《条例》对涉及定点医疗机构、定点零售药店、参保人员等的一些行为做出规定。泉州市医保局加强政策宣传的同时，也将深入开展打击欺诈骗保专项整治行动。
《条例》对基本医疗保险（含生育保险）基金、医疗救助基金等医疗保障基金的使用和监督管理进行明确和规范。日前，泉州医保部门持续开展各项学习宣传活动，帮助定点医药机构从业人员和参保群众准确理解和掌握《条例》内容，进一步强化法制观念，提高守法意识。同时，通过有奖竞答、视频彩铃、公众号推送、曝光典型案例等方式，对《条例》内容进行广泛宣传，进一步提高定点医疗机构、广大参保群众对《条例》的知晓度。
据了解，2020年，全市医保部门检查定点医药机构4100余家次，约谈医保定点单位185家次，暂停医保服务47家，解除定点协议11家，暂停医师医保处方权5名，追回医保基金7300余万元，收取违约金3400余万元，移送公安机关涉嫌欺诈骗保线索2起，有效地维护了医保基金安全。
泉州市医保局相关负责人表示，2021年，市医保局将建立健全严密有力的基金监管制度体系，严格执行《条例》及其相关配套制度，主动联合公安、卫健等部门深入开展打击欺诈骗保专项整治行动，重点打击医疗保障领域“假病人”“假病情”“假票据”等欺诈骗保行为，加强参保人员就医管理，规范定点医药机构医药服务和收费行为。切实守护好人民群众的“看病钱”“救命钱”，不断增进人民群众健康福祉。（记者许奕梅 通讯员王月清）
