记者从市发改委（重点办）获悉，今年1—9月，全市538个在建重点项目完成投资1346.8亿元，完成年度计划的89.6%，超序时进度14.6个百分点。

新开工项目中，基础设施项目38个，包括西华洋片区改造项目（配套道路工程）、泉州晋江国际机场扩能改造工程、泉州大桥及接线扩宽改造工程、湄洲湾肖厝港区鲤鱼尾作业区4号泊位工程及仓储项目等；产业项目95个，包括泉港国乔石化、中国陶瓷电商物流园、晋江冠和高端产业用非织造布智能工厂项目等；社会民生项目13个，上海六院福建医院项目、惠安县医院分院等开工建设。

新建成（部分建成）投产项目47个，其中，基础设施项目10个，产业项目30个，社会民生项目7个，包括泉州台商投资区新材料科技项目、晋江新丝路文教园项目、南安市石材展示中心项目、石狮通达玻璃盖项目、泉州石湖港保税物流中心（B型)等建成投产。

好心收个徒弟，教他汽修技术，给他发工资，却没想到，他不但没有知恩图报，还趁着夜深，师父熟睡之际，偷走了师父刚买的苹果X手机。但面对警察，这厮竟说偷手机是因为师父拖欠他工资，他想拿手机抵工资。这可令这位师父心灰意冷，好在他的个人账务十分清楚，一切都是有记录的，有没有拖欠工资一目了然，很容易就拆穿了徒弟的谎言。近日，这幕现代版“农夫与蛇”的故事就发生在南安石井。

第一幕

一觉醒来 徒弟拿着手机跑了

1995年出生的黄某辉是江西宁都人，几年前就来到南安石井打工，学会了修车的本事。今年年初，经朋友介绍，同样来自江西的葛某成了他的徒弟，跟着他学习修车技术。

8月23日早上8点，黄某辉起床后发现刚买不久的苹果X手机不见了，立马叫醒同宿舍的黄某，询问有没有看到他的手机，刚醒的黄某也一脸茫然。见状，黄某辉转而去找同在一间宿舍的徒弟葛某，却愕然发现葛某早已不在宿舍，连行李也不见了。黄某辉意识到不对劲，马上去调取了公司宿舍的监控，发现早在20分钟前，葛某就带着行李离开了。

“刚开始我还不相信，自己带的徒弟竟然会偷手机。”黄某辉说，当天发现新手机不见后，立马补了一张电话卡，用旧手机通过短信和微信联系葛某，但都没有得到回复。8月24日中午，苦等无果的他只好到南安石井边防派出所报警。

第二幕

反咬一口 辩称师父拖欠工资

8月24日晚上7时40分许，黄某辉收到葛某发来的信息，表示要将他的手机邮寄给他。“我当时就拒绝了他，并告诉他已经报警了。”黄某辉说，8月25日下午5时40分许，葛某打电话说他要过来归还手机，让黄某辉不要报警。不一会儿，葛某果真出现在了黄某辉面前，把手机放在了黄某辉正在修理的汽车上，然后要离开。然而，黄某辉拦住了葛某，直到民警赶到现场，将葛某带回派出所进一步调查。

据葛某交代，8月23日早上7点半的时候，他起床后发现同宿舍的师父黄某辉和工友黄某还在睡觉，他就趁机偷偷拿走了黄某辉放在枕头边的苹果X手机，匆匆收拾了行李后就离开了宿舍。接着他跑到了晋江安海，在那里过了一晚后，通过手机知道黄某辉已经报警，就和黄某辉联系表示要将手机还给黄某辉。不想，黄某辉再次报警。

“因为黄某辉拖欠了我的工资，所以我想用这样的方式让他将工资还给我。”在派出所里，葛某这样解释自己偷手机的行为。

第三幕

拆穿谎言 每笔工资都有转账记录

葛某称，今年年初他跟着黄某辉学习修车时，口头约定一个月的固定工资是3000元，每个月有2天假期，但如果超假1天就要扣3天的工资。原本黄某辉每个月都有按时发工资给他，但今年7月份却有1200元左右的工资没有给，8月份的工资也有500元没有给。所以，案发当天一早醒来，看到黄某辉价值约7000元的新手机时，他就偷偷拿走，想以此让黄某辉归还工资。

“每一笔工资，我都记得清清楚楚，怎么会拖欠他的工资呢？”听到徒弟那样的说辞，黄某辉很生气。他说，发给葛某的工资他都有记录。葛某平时不仅经常超休，还常常找他透支工资。随后，黄某辉将微信转账记录拿给民警看。民警看到，5月份，葛某超休了5天，实发工资是2500元；6月份超休了11天，实发工资是1900元；7月份超休了13天，应发工资是1700元，扣除葛某预支的780元，实发工资920元。“8月份，葛某只上了一两天的班，加上刚到月底所以还没有发工资。”黄某辉说。

目前，葛某因涉嫌盗窃已被警方依法刑拘，案件正在进一步侦办中。
